ArtPower Belarus is a multi-year programme supporting independent Belarusian culture, implemented by the Belarusian Council for Culture in partnership with the Danish Cultural Institute and supported by the European Union.
Our work focuses on:
- strengthening the sustainability of the independent Belarusian cultural sector;
- developing transparent and secure support mechanisms;
- building cooperation between Belarusian and European cultural actors;
- supporting long-term cultural financing and advocacy models.
We are now looking for a Monitoring & Evaluation Consultant who can help us understand the real change the programme creates — and how we can make it even stronger.
Your key responsibilities will include:
- Developing an evaluation approach that combines both quantitative and qualitative data;
- Using outcome harvesting or similar methods to capture meaningful stories of change;
- Assessing progress in key result areas such as access to resources, cultural cooperation, and sustainable support mechanisms;
- Providing practical recommendations that will inform programme implementation and future planning.
Expected outputs:
- Start of work – January 2026
- Mid-Term Evaluation Report – April 2026
- Final Evaluation Report – November 2027, with conclusions and recommendations.
We hope you bring:
- At least 5 years of experience in impact evaluation or qualitative research.
- Experience working with cultural or civil society programmes.
- Understanding of the Belarusian and broader Eastern Partnership cultural context.
- Strong analytical, communication, and report-writing skills.
- Proficiency in both English and Belarusian.
- Commitment to ethical and safe data practices.
