We’re looking for a Monitoring & Evaluation Consultant!

ArtPower Belarus is a multi-year programme supporting independent Belarusian culture, implemented by the Belarusian Council for Culture in partnership with the Danish Cultural Institute and supported by the European Union.

Our work focuses on:

  • strengthening the sustainability of the independent Belarusian cultural sector;
  • developing transparent and secure support mechanisms;
  • building cooperation between Belarusian and European cultural actors;
  • supporting long-term cultural financing and advocacy models.

We are now looking for a Monitoring & Evaluation Consultant who can help us understand the real change the programme creates — and how we can make it even stronger.

Your key responsibilities will include:

  • Developing an evaluation approach that combines both quantitative and qualitative data;
  • Using outcome harvesting or similar methods to capture meaningful stories of change;
  • Assessing progress in key result areas such as access to resources, cultural cooperation, and sustainable support mechanisms;
  • Providing practical recommendations that will inform programme implementation and future planning.

Expected outputs:

  • Start of work – January 2026
  • Mid-Term Evaluation Report – April 2026
  • Final Evaluation Report – November 2027, with conclusions and recommendations.

We hope you bring:

  • At least 5 years of experience in impact evaluation or qualitative research.
  • Experience working with cultural or civil society programmes.
  • Understanding of the Belarusian and broader Eastern Partnership cultural context.
  • Strong analytical, communication, and report-writing skills.
  • Proficiency in both English and Belarusian.
  • Commitment to ethical and safe data practices.
